About Us

Romania’s Embassy in Baku ensures all the representation functions of Romania in the Republic of Azerbaijan. On this base, the Embassy promotes and protects the interests of the Romanian state and provides consular protection to the Romanian citizens from in this state, according to the international law as well as Romanian and Azerbaijani legislation. To this end, the Embassy’s activities fall within the mandate assigned to represent Romania in the Republic of Azerbaijan, as well to promote Romanian-Azerbaijanian relations and to develop bilateral cooperation in various fields.

Romania was the second state to recognize the independence of the Republic of Azerbaijan (11 December 1991), and shortly (19 June 1992) established diplomatic relations with this state. The Romanian Embassy in Baku was opened on November 3, 1998, and the Embassy of Azerbaijan in Bucharest on 21 May 2001. During the 20 years since the establishment of diplomatic ties, Romanian-Azerbaijani relations have witnessed a remarkable and ascending evolution. As result, it was possible to develop the relations to the level of strategic partnership.

The establishment of a strategic partnership between Romania and the Republic of Azerbaijan, focusing on energy, was first addressed during the official visit to the Republic of Azerbaijan of the President of Romania, H.E. Traian Basescu (11-12 October 2006). A further step in this regards was "The Declaration on establishing a strategic partnership between Romania and Azerbaijan", which was signed during the official visit of President Ilham Aliyev in Romania (28-30 September 2009). In 2011 was signed the The Joint Action Plan for the implementation of the Strategic Partnership between Romania and the Republic of Azerbaijan. 

These documents form the basis for cooperation in various fields and enshrine the very good bilateral relations developed on the occasion of the meetings held in recent years between the two heads of state. In the period that has passed from the adoption of the Declaration on the establishment of strategic partnership and the signing the The Joint Action Plan for the implementation of the Strategic Partnership between Romania and the Republic of Azerbaijan, the Parties have created a practical mechanism for cooperation and consultation in all areas outlined in the Declaration. By establishing the strategic partnership, the Romania and the Republic of Azerbaijan have agreed to deepen cooperation in all areas envisaged by the Declaration: political, economic, energy, security, cultural, scientific, and at multilateral level. New documents are to be agreed for deepening further bilateral cooperation and collaboration within the international organizations. 

As a proof of good cooperation with Allied and Partner Nations within NATO, Romania received the mandate of NATO Contact Point Embassy in the Republic of Azerbaijan (NATO CPE) since 1 January 2009. In September 2010, Romania was awarded the second mandate of NATO CPE for the period 2011-2012, and in November 2012 the North Atlantic Council renewed for the third time, the Romanian mandate of NATO CPE in the Republic of Azerbaijan for the years 2013 - 2014.

An important role in enhancing bilateral relations is played also by cultural and scientific ties developing among Romanian and Azerbaijani people. The results achieved in this area are encouraging and have the potential to lead to better knowledge and cooperation among  the two people. A small contribution to this can bring the flow of information and images that will be released on the website of our Embassy.
